Hagel: Defense Department Has Options on Syria

ABOARD A MILITARY AIRCRAFT – Shortly after takeoff on the first leg of his second official trip to the Asia-Pacific region, Defense Secretary Chuck Hagel joined a video teleconference  that focused on the deadly situation in Syria.

In the latest tragedy in the stricken nation, more than 1,000 men, women and children died in what may have been a chemical weapons attack on its own citizens by the government of President Bashar Assad. The United Nations and others are investigating the attacks.

After leaving Hawaii, the first stop on his trip, Hagel spoke today with reporters who are traveling with him to Malaysia, Indonesia, Brunei and the Philippines.

“The president has asked the Defense Department for options. {As] always, the department is prepared, has been prepared, to provide ranges for all contingencies for the president of the United States, and we’ll continue to do that,” Hagel said.

“We’re dealing with a very serious issue,” the secretary added. “We are working with our international partners, the international community [and] the United Nations. We are looking at every option.”

“The Defense Department has a responsibility to provide the president with options for all contingencies, and that requires positioning our forces [and] positioning our assets to be able to carry out whatever options the president might choose,” Hagel said.

“On the specific option of military use or force in response to what we will determine at some point here very shortly what did happen, and we’re still assessing that,” he added. “I think the range of military options is always part of the range of options the president has.”

Hagel said he thinks the international community is moving quickly to get the facts and the intelligence right about what happened in Syria so a decision can be made swiftly about how to respond.

“If, in fact, this was a deliberate use and attack by the Syrian government on its own people using chemical weapons, there may be another attack coming,” he said. “A very quick assessment of what happened and whatever appropriate response should be made.”

According to a press report in the UK Telegraph, Royal Navy vessels are being readied to take part in a possible series of cruise missile strikes, alongside the United States, as military commanders finalize a list of potential targets.

Any retaliatory attack would be likely to be launched from the sea as the Syrian air force is judged to be strong enough to shoot down enemy jets.

A Royal Navy nuclear-powered submarine is said to be in the region while a number of warships recently left Britain for exercises in the Mediterranean.

Commanders may also need to make use of the RAF base at Akrotiri, Cyprus for air support.
If military action is approved, the first wave of missiles could start within a week.

America’s Sixth Fleet currently has four guided missile destroyers in the area, each of which could join the attack.

The Royal Navy also has its rapid response task force in the Mediterranean. The group includes two frigates and the helicopter carrier HMS Illustrious

Warplanes spotted in Cyprus as tensions rise in Damascus

The UK Guardian is reporting signs of advanced readiness at likely hub of air campaign as UN inspection team comes under fire near site of alleged chemical attack.

Warplanes and military transporters have begun arriving at Britain's Akrotiri airbase on Cyprus, less than 100 miles from the Syrian coast, in a sign of increasing preparations for a military strike against the Assad regime in Syria.

Two commercial pilots who regularly fly from Larnaca on Monday told the Guardian that they had seen C-130 transport planes from their cockpit windows as well as small formations of fighter jets on their radar screens, which they believe had flown from Europe.

Residents near the British airfield, a sovereign base since 1960, also say activity there has been much higher than normal over the past 48 hours.

If an order to attack targets in Syria is given, Cyprus is likely to be a hub of the air campaign. The arrival of warplanes suggests that advanced readiness – at the very least – has been ordered by Whitehall as David Cameron, Barack Obama and European leaders step up their rhetoric against Bashar al-Assad, whose armed forces they accuse of carrying out the chemical weapons attack last Wednesday that killed many hundreds in eastern Damascus.

Milcom Blog Logs: Cyprus Mode-S Report USAF Mil Spy Planes in the Area

When any crisis brews, I always like to turn to Logistics (personnel and cargo) military aircraft movements to get a sense of how serious a crisis is, maybe where it is heading and what beans, bullets and yes, even the mail is being carried into the affected area.

The crisis in Syria and the eastern Med is no different and we are fortunate to have a Mode-S box on Cyprus, which has been thought to be a possible staging base.

Here are all the aircraft movements in and around Cyprus since Sept 1. Entries that are bolded are US DoD aircraft. While the logistics traffic doesn't look abnormal, there are a few interesting aircraft hanging around including two USAF U-2 spy planes, some intel aircraft, AFSOC aircraft, and one interesting unidentified Mode-S code (See bottom of the post for these).

Troubled Waters -- Eastern Med/Syria Crisis Deepens

There is a lot of military hardware either sailing to or in the Eastern Med right now. MilcomMP has been going over all the reports and here is what we have been able to gleam from them.

Russia is sending two destroyers, including the Nastoychivy, the flagship of the Baltic Fleet, and the Moskva missile cruiser (the Black Fleet flagship) to the region, according to an Interfax report, citing an unidentified Navy official.

The Moskva, set to arrive in a little over a week’s time, will take over operations from a naval unit in the region.

"The plans of the naval unit under the command of Rear Admiral Valery Kulikov had to be changed a little. Instead of visiting a Cape Verde port, the cruiser Moskva is heading to the Strait of Gibraltar. In about ten days, it will enter the eastern Mediterranean, where it will replace the destroyer Admiral Panteleyev as the flagship of the operative junction of the Russian Navy," a source told Interfax on Wednesday.

Panteleyev incidentally, only arrived in the east Mediterranean Sea on Wednesday after leaving the Far-Eastern port city of Vladivostok on March 19 to join the Russian standing naval force as its flagship.

That follows last week’s dispatch of a reconnaissance ship to the eastern Mediterranean, four days after the deployment of an anti-submarine ship and a missile cruiser to the area, which were reported by Interfax. Syria hosts Russia’s only military facility outside the former Soviet Union, at the port of Tartus.

Two days ago the RIA-Novosti agency said two ships from Russia's Black Sea Fleet, the frigate Smetlivy would leave for the Mediterranean on September 12-14, and the corvette Shtil and missile boat Ivanovets would approach Syria at the end of the month. RIA is also reporting that the landing ship Nikolai Filchenkov is heading for the Eastern Med. According to AFP, three ships from Russia’s Black Sea Fleet sailed through Turkey’s Bosphorus Strait on Thursday Sep 6: the SSV-201 intelligence-gathering ship Priazovye, and the landing ships Minsk and Novocherkassk.

So let's see what we have here, if all of these reports are all accurate: RFS Nastoychivy 610, the flagship of the Baltic Fleet, the Moskva missile cruiser, the frigate Smetlivy, the SSV-201 intelligence-gathering ship Priazovye, the landing ship Minsk, the landing ship Novocherkassk, the landing ship Nikolai Filchenkov, the corvette Shtil, the missile boat Ivanovets, and probably some unknown number of Russian submarines that hang around their high value units like Moskva.

Russia is temporarily bolstering its naval presence in the region to improve its surveillance capability over U.S. ships and submarines deployed in the area and to ensure security for Russian citizens residing in Syria, according to a Russian official who asked not to be named, citing government policy.

According to the Russian news outlet Telegrafist.org, the People’s Liberation Army dispatched the Jinggangshan amphibious dock landing ship and the vessel was seen passing through the Red Sea towards the Suez Canal, the waterway in Egypt that leads to the Mediterranean Sea and waters off the coast of Israel, Lebanon and Syria.

According to the report, the ship has not been sent to engage in any aggressive actions but is merely there to “observe” the actions of Russian and US warships. However, the Jinggangshan is equipped for combat, has conventional armaments and secondary cannons, and was utilized as part of a “show of force” in maneuvers aimed at defending the South China Sea earlier this year.
 
The report states that additional PLA warships have also been sent to the region but that their identity is unknown.

Five U.S. Arleigh Burke destroyers (USS Ramage, USS Mahan, USS Gravely, USS Barry and the USS Stout, which may be relieving the Mahan) and an amphibious ship USS San Antonio are currently positioned in the eastern Mediterranean awaiting strike orders from DoD.

The USS San Antonio, with several helicopters and hundreds of Marines on board, is “on station in the Eastern Mediterranean” but “has received no specific tasking,” a defense official told the AFP news agency on condition of anonymity.

The USS Nimitz and three other warships from its Carrier Strike Group are also stationed in the nearby Red Sea. The other ships in the strike group are the cruiser USS Princeton and the destroyers USS William P. Lawrence, USS Stockdale and USS Shoup.

A US military official said the carrier strike group has not been assigned a mission, but was shifted in the event its resources are needed to “maximize available options.”
 
The USS Harry S. Truman aircraft carrier and strike group is also in the northern Arabian Sea.

Scrambled: Two RAF Typhoons took off after fighters, thought to be Su-24s, were sent from Syria

Here are the latest Mode-S intercepts from the island of Cyprus. During the last 24 hours the UK Express is reporting "tensions soared when two RAF Typhoon jets were scrambled after reports that Syrian ground attack fighters had entered Cypriot airspace."

According to the Express "The incursion, later dubbed a “goad-and-probe” sortie, happened within days of six Typhoon fighters, the UK’s newest interceptor jets, arriving at RAF Atrokiri, Britain’s military base in Cyprus, in readiness for any attack by Syrian forces.
 
"The scare also led to Turkey scrambling two F-16 fighters from its base in Incirlik after radar detected “suspicious flights” over Northern Cyprus’s eastern coast.
 
"Last night the Ministry of Defence confirmed the deployment of two Typhoons after the unidentified fighter jets, thought to be Russian-made Sukhoi Su-24s, were spotted but said they did not leave international airspace before flying away.
 
"However, Cypriot newspapers cited reports by local air traffic control sources that the Syrian air force jets had been observed flying over the city of Famagusta well within North Cypriot airspace.
Last night one senior RAF source said: “As the delivery of six Typhoons would suggest, Atrokiri is on high readiness in case of any Syrian incursion.

Who or what is Mainsail?

This question in the title has popped up more frequently on various radio newsgroups now that EAMs transmitted on the HF-GCS are signed by using the call sign "Mainsail" instead of the Global station name as has been done in the past.

So who or what is Mainsail? I will let the USAF answer that question directly in the article below from the Joint Base Andrews website.

5/2/2006 - ANDREWS AIR FORCE BASE, Md. -- As an Air Force aircraft approaches Yokota Air Base, Japan, the pilot sets his radio to a specified frequency and says, "Main Sail, Main Sail" -- the call sign for any global radio station.

Within seconds, the pilot hears, "This is the Yokota operator." That operator is actually with the 789th Communications Squadron at the Centralized Network Control Station, or CNCS, here.

Many pilots and other aircrew members think they are talking with someone at the location they contacted on the radio, but in reality, the operator sits in front of a console in a building here at Andrews, said Capt. Kenneth Black, 789th CS operations flight commander.

The CNCS has 14 high-frequency ground stations located around the world, the captain said. The transmitter and receiver for each station, however, is controlled from the CNCS.

"We provide air-to-ground communications for command and control of aircraft as they fly around the world," Captain Black said.

The CNCS also provides phone-patch and message-relay services, ship-to-shore communications and emergency assistance for Department of Defense users; and high-frequency communications for the president, vice president, cabinet members and other senior officials while aboard special air mission aircraft. Phone patches are a connection between a telephone line and another communications device, such as a radio.

Additionally, Spanish-speaking radio operators handle radio requests from pilots and other aircrew members from Central and South American countries.

Each station in the CNCS has a console and a small speaker, which crackles with high-frequency static all the time, said Airman 1st Class Corina Arangure, 789th CS radio operator.

Radio operators spend 12-hour shifts monitoring designated stations, Airman Arangure said. They listen to military aircraft, ships and other DOD users requesting assistance, such as a phone patch or to have a message relayed to a ground location.

The radio operators have no way of knowing what to expect when they hear someone using the "Main Sail" call sign, Captain Black said.

A person calling in may want to talk to the command post at the base where his or her aircraft is heading, he said. The caller may not know the phone number of the command post or doesn't have a phone on board the aircraft. The CNCS radio operator can call the command post and then connect the aircraft operator to a person at the command post, he said.

Another CNCS radio operator may receive a phone call from someone trying to contact an aircraft, he said.

"A lot of aircraft don't have telephones," Captain Black said. "We're given the call sign the aircrew uses and (we) broadcast it over the high-frequency global communications system."

People call in seeking assistance for various reasons, such as engine trouble or an onboard emergency, said Staff Sgt. Latoya Edwards, 789th CS radio operator.

The 789th CS operations flight has 89 radio operators, who are all enlisted Airmen, said Senior Master Sgt. Jeff Haynes, 789th CS operations flight chief. Airmen manned the 14 high-frequency stations until six years ago, when the Air Force upgraded its equipment and had the transmitter and receiver for each station remotely controlled from the CNCS here.

Computer software is being upgraded in the CNCS, which will allow operators to sit at a console, log in and monitor any of the other consoles, Captain Black said.

The software upgrade will also enable the Air Force to have another CNCS at Offutt Air Force Base, Neb., which will serve such as backup to the Andrews unit, Sergeant Haynes said.

Captain Black said the radio operators at Andrews provide a valuable service to servicemembers, national leaders and the Department of Defense.

"They maintain a listening watch to ensure global mission success," he said.

LITTLE ROCK AIR FORCE BASE, Ark., -- Airmen from the 19th Airlift Wing flew to Alexandria International Airport, La., Aug. 18, 2013, as part of Joint Operational Access Exercise 13-0X. The Airmen provided the Army with airlift muscle for an airborne assault training exercise in conjunction with Green Flag Little Rock 13-09.

The JOAX was a single-day combined military training event designed to prepare Airmen and soldiers to respond to worldwide crises and contingencies. In the ensuing days, combat airlift missions were flown in support of simultaneous exercises conducted by multinational joint forces.

The JOAX tested the ability of three C-130H crews from Little Rock Air Force Base, Ark., combined with three C-130J's and three C-17 Globemasters from other units, to rapidly deploy forces into a region, demonstrate strength, and deter aggression. Numerous contingency missions were executed by the 34th Combat Training Squadron at Little Rock Air Force Base, through the Joint Readiness Training Center at Fort Polk, La., delivering combat airlift support through various resupply and humanitarian missions.

"The exercise planning began at the beginning of June with a mid-planning conference July 16 and final planning conference Aug. 8, both at Pope Air Field, N.C., with the 82nd Airborne Division and the 437th Airlift Wing and C-17 planners," said Capt. Ryan Miller, the JOAX lead C-130 planner. "We had seven mission planning cell days, two meetings with all of the supporting agencies, not including the days of execution."

The Air Force's overall objectives focused on joint planning and execution, goals which were also a priority for the 19th Airlift Wing.

The wing had additional priorities of its own for the exercise. Miller reported they hoped to develop and successfully execute joint airdrop procedures. Specifically, they were seeking to gain experience in tactical planning and flying, testing national military strategy and techniques, tactics and procedures, as well as operational plans for a joint contingency response. Additionally, through partnering with the U.S. Army 82nd Airborne Division, 93rd Fighter Squadron, and New Zealand and Canadian Air Forces, the wing gained integration experience, which according to Miller, can be very difficult to obtain.

"Our involvement in JOAX was successful," said Miller. "All of the paratroopers landed safely on target and we met our objectives. After all of the consolidated efforts working with the 82nd Airborne and the C-17's, it was a relief to know we accomplished our mission, and it was a success."

In addition to the crews in the air, Airmen from Team Little Rock also supported operations by providing maintenance support at Little Rock Air Force Base and at Alexandria. In all, approximately 75 Team Little Rock Airmen played a role in the success of the various exercises.

Boeing Delivers last C-17 to the Air Force

Boeing has delivered the final C-17 produced for the U.S. Air Force, more than two decades after the mammoth and versatile transport plane was rolled out as the Cold War wound down.

Military officials took delivery of the C-17 Globemaster III — the 223rd sold to the Air Force — during a ceremony Thursday attended by hundreds of workers at Boeing's Long Beach, Calif., assembly plant.

"It was a long run with the U.S. military, and it was a good run," said engineer Bob Grech, who joined the project 19 years ago.

The massive, four-engine C-17 made its first flight in 1991, and military deliveries began about two years later. The plane is used to airlift tanks, supplies and troops as well as perform medical evacuations. It quickly became a war and disaster workhorse, prized for its ability to operate from basic airstrips and cover intercontinental distances with a full load without refueling.

With a payload of 160,000 pounds, it is designed to airdrop 102 paratroopers and their equipment.

After the ceremony, the Air Force's final C-17 took off, en route to Charleston Air Force Base, S.C. — recreating the same flight the first production model took when it was delivered in July 1993. As the crowd on the ground cheered, the giant aircraft looped around and performed a low flyover before heading into the clouds.

Rachid Ali, a Boeing avionics inspector who has worked with C-17s for a dozen years, recounted the plane's service in Bosnia and Afghanistan. C-17s outfitted as mobile hospitals were regularly used to evacuate wounded military personnel during the Iraq War.

"It's an awesome airplane. Capability, reliability, it's above and beyond," Ali said. "The first 50 are still flying. After 25 years, you can refurbish them and they're as good as new. It's going to be in the air for years to come."

Design work on the plane began at the million-plus square-foot Long Beach facility in 1981, when it was a McDonnell Douglas facility. Boeing merged with McDonnell Douglas in the 1990s. At least 250 have been built, at a cost of about $200 million each.

The Long Beach assembly line, which employees nearly 4,000 workers, still has pending orders in the foreign market. Boeing's overseas customers include the United Kingdom, Canada, India, Australia, Qatar, United Arab Emirates and NATO.

Charleston reservists share long history with C-17

JOINT BASE CHARLESTON, S.C.  -- Whenever the U.S. military on the news operating across the globe, either in times of war humanitarian need, chances are, there's a Charleston based C-17 involved in making it possible. For many it has been a long journey and today the Air Force's final C-17 Globemaster III is being delivered to Joint Base Charleston.

This behemoth has a combined four-engine thrust power of more than 163,000 pounds. It has nearly a 170-foot wingspan and its tail stands at about five stories high. It has a maximum peacetime takeoff weight of 580,000 pounds and can travel 500 mph at 28,000 feet, but it is also comfortable cruising at 45,000 feet. But there is much more to the story of the C-17 than these basic facts. A handful of active and reserve aircrews can take credit for working out the early "kinks" of what has become the world's premiere military airlifter.

According to Senior Master Sgt. Bryan DuBois, top loadmaster for the 317th Airlift Squadron here, the newly reactivated 317th AS was tasked "to provide an initial cadre of Reserve personnel and expertise to Team Charleston in support of the reliability, maintainability, and availability evaluation of the new McDonnell Douglas C-17 Advance Transport Aircraft at Charleston Air Force Base."

The Air Force's first C-17 squadrons - the 17th AS and 317th AS (AF Reserve) partnered in initial squadron operations, including developmental and implementation of operational, training and support policies and procedures. The 317th AS was also charged with creating the Air Force Reserve's first operational C-17 squadron. This paved the way for conversion of other Reserve flying squadrons to the C-17 Globemaster III.

Before the aircraft was handed over to the Air Force however, the aircrew had to be trained on the new airframe. The 317th's first pilots to begin C-17 training August 1992 were Maj. Paul Sykes and Capt. David Wallis. Later that year, Master Sgt. Kenneth Nicholson, 317th AS, was the first to begin C-17 loadmaster training. A small number of maintenance crews started maintainer training in 1991 at the McDonnell Douglas C-17 factory in Long Beach, Calif.

Sykes and Nicholson were part of the crew to deliver the Air Force's first operational C-17, designated "The Spirit of Charleston," to its new home at Charleston June 14, 1993.

The initial C-17 maintenance cadre was established at Charleston AFB. They began their first maintenance and avionics training at the factory in Long Beach. Among the initial maintenance cadre was 31-year-old Staff Sgt. James Macko, who is now a chief master sergeant in charge of 315th Aircraft Maintenance Squadron's Gold Flight.

"It was an honor to be selected to be one of the first C-17 maintainers. We knew we were taking part in something much bigger than ourselves," Macko said. "There was a great partnership with Reservists and active duty working hand in hand."

On the operations side, Sykes and his crew trained on the first C-17 flight simulator in Oklahoma.

Sykes who had been a C-141 pilot for most of his career knew his career was at a crossroads as he transitioned to the new C-17.

"The C-141 had been the Air Force's workhorse since the early 1960s. It was a fabulous aircraft but it was time to move on. The C-141 and the C-17, while both being airlift aircraft, truly were two very different airplanes."

"I knew the C-141 like the back of my hand," Sykes said of his transition to the C-17. "But with having to learn all the technical orders and avionics, it was like starting the learning process all over again."

First delivery
While reflecting back on the delivery day, Sykes said, "as we landed at Charleston and taxied down the flight line, we were in a sea of C-141s. We were the only ones in the Air Force with the C-17. It's hard to imagine that today because the C-17 is such a common aircraft in military operations today."

As the shiny new cargo jet rolled into position in front of a crowd of anxious VIPs and other Air Force personnel, Gen. Merrill McPeak, Air Force chief of staff, and Gen. James Peay, Army vice chief of staff of the stepped down from the jet and walked down the red carpet as applause erupted from the crowd. Then, to the surprise of the crowd, came two M-270 multiple launch rocket systems, two HUMVEEs, a dozen airborne Soldiers, and about 120 pounds of cargo.

"This aircraft shows America's commitment to Global Reach. The bottom line is the C-17 enhances a wonderful American characteristic, our flexibility. The new cornerstone of this nation's mobility fleet is the Globemaster III," said McPeak.

Now that the Air Force had its first C-17, and another soon on its way to Charleston, the initial cadre members worked hard to bring their new C-17 squadrons up to speed on the aircraft and to work out some of the final kinks. "There were only six initial pilots and many more needed to help the aircraft reach its initial operational capability," Sykes said.

The initial plan was for the 317th AS to provide 12 crews (20 percent) of the 60 crews to be trained for the reliability, maintainability, and availability evaluation of the C-17 at Charleston.

"At first we were very restricted with what they would let us do with the aircraft," Sykes said. "We could only do 'around the flagpole' local flights - no more than a 25-mile radius of the base. I guess you could say that they wanted us to walk before we ran."

"We worked and collaborated with the 17th AS in initial squadron operations," said DuBois.

One of the pilots in the next group of cadre selected to help get the C-17 and the aircrews mission "off the ground" here was then Capt. Deborah Rieflin.

"Being one of the initial cadre was the highlight of my career. It was a collective of unprecedented expertise ... there was a free exchange of information and dedication to figure out the best solutions for the aircraft and the Air Force," said Rieflin, now a lieutenant colonel and 315th AW aircrew training chief.

In action
"I remember the first time we took the C-17 to an air show and how amazed everybody was that were able to back up the aircraft on its own power. At the time, most people had never seen such a thing in such a large aircraft. It definitely drew a crowd," DuBois said.

On July 11, 1994, the 317th AS airlifted troops and equipment to Kuwait and Saudi Arabia as part of a response to Iraqi forces moving to the border of Kuwait. The aircrew from the 317th AS was part of a two-ship C-17 mission that also marked the first deployment of the C-17 to the Middle East.

In 1995, with the world's only fleet of C-17s (12 delivered to the Air Force at Charleston), the Globemaster III was given the initial operation capability green light.

Every metric mandated by the contract was exceeded, including a 99 percent launch reliability rate during the 30-day test simulating peacetime and wartime operations.

"There was a lot we had to focus on. A year later there were almost 500 interim safety and operational supplements to the dash-1 aircraft systems manual," said DuBois.

In January 1996, as part of operation Joint Endeavor, aircrews from the 315th AW helped transport cargo and troops in a pair of C-17's and a C-141B to Taszar, Hungary, for the buildup of military forces in Tuzla, Bosnia. In the first three months of operations, Air Force mobility forces flew 3,000 missions, carried more than 15,600 troops and delivered more than 30,100 short tons of cargo. These numbers also reflect the importance of the C-17, which was employed in a major contingency for the first time. 


 During the first month of operations, the Air Force's newest airlifter flew slightly more than 20 percent of the missions into Tuzla but delivered more than 50 percent of the cargo.

"Flying the C-17 in the Bosnia operations was very rewarding to me," said Sykes. "With the C-17 we were able to accomplish everything much more efficiently than with other aircraft in the past, and the aircraft's ability to operate in such austere environments was truly beneficial."

Since then, the C-17 has participated in nearly every U.S. military operation and humanitarian relief effort.

DuBoise, who has racked up more than 5,200 hours as a loadmaster in the C-17, said possibly the most significant memory he has over the past 20 years on the C-17 is bringing home America's first fallen warriors from Operation Iraqi Freedom.

Another time that holds a special place in DuBois' collection of C-17 experiences was the early days of Operation Enduring Freedom. "Realizing how much of an impact and how well suited this aircraft was to get the job done. Even though we had done this in Bosnia, it was very humbling to know we were doing this mission and how well suited the C-17 was to successfully performing it."

"Realizing I helped the Air Force get something that is so well utilized and is being used at its maximum potential is very gratifying," DuBois added.

100K & Going: Airmen at Grand Forks AFB help reach Global Hawk flying milestone

GRAND FORKS AIR FORCE BASE, N.D. -- Although the days of the bombers and tankers are long gone, Airmen at Grand Forks Air Force Base, N.D., are still finding ways to make Air Force history thanks to the Global Hawk mission.

The Northrop Grumman Corporation recently announced its high-altitude, long-endurance unmanned aircraft systems achieved 100,000 flight hours Sept. 5.

News of the milestone was well-received by the leadership and members of the 69th Reconnaissance Group, the unit at Grand Forks AFB directly in charge of conducting Global Hawk missions.

"This milestone is something in which those of us involved in the Global Hawk mission take great pride," said Col. Lawrence Spinetta, 69th RG commander.

According to Northrup Grumman, approximately 88 percent of the 100,000 flight hours for this aircraft were logged by U.S. Air Force Global Hawks. Credit for the remaining flight hours was split among the NASA Global Hawks, the German EURO HAWK®, and the U.S. Navy's Broad Area Maritime Surveillance Demonstrator and Triton UAS.

The Global Hawk also has the safest record of any fighter, bomber or reconnaissance aircraft in the Air Force's active inventory.

According to statistics from the Air Force Safety Center, as of Sept. 3, 2013, the RQ-4 reached the 100,000-flight hour milestone without a fatality, a huge advantage of unmanned aircraft technology. Additionally, it enjoyed the fewest Class A and Class B mishaps.

"The safety record of the U.S. Air Force Global Hawk fleet is remarkable, especially given the fact that the system was rushed to combat and flew 75 percent of its first 100,000 hours supporting our warfighters in Afghanistan and elsewhere," Spinetta said. "These figures prove the reliability of unmanned aircraft technology. More importantly, it's testament to the professionalism of our Airmen and the pride they take in accomplishing our mission."

The Global Hawk is aptly named. Every day, RQ-4s circle the globe, providing critical strategic intelligence, surveillance, and reconnaissance to six combatant commands.

"The jet's long endurance is a significant combat force multiplier," Spinetta said.

The RQ-4, which can fly for upwards of 30 hours nonstop, has the ability to cover almost half the circumference of the world without refueling. That capability makes it a key contributor to the global vigilance, global reach, and global power of the U.S. Air Force.

Spinetta reflected on the recent aviation milestone and contemplated what it means for the history of the Air Force.

He told members of the 69th RG that their hard work is "the realization of an Air Force prophecy" by Gen. Henry H. "Hap" Arnold. As the commanding general for the U.S. Army Air Force in 1945, Arnold said, "We have just won a war with a lot of heroes flying around in planes. The next war may be fought by airplanes with no men in them at all...Take everything you've learned about aviation in war, throw it out the window, and let's go to work on tomorrow's aviation."

Members of the 69th RG will receive patches from Northrop Grumman commemorating the milestone.

"Some people might refer to the patch as badge of honor, however, we know the real honor is knowing we are doing an excellent job protecting our warriors and our nation," Spinetta said. "That's exactly what we will continue to do."
